该计划由结合科学研究、公共宣传和政府合作的国际协作考察组成。
它将对全世界选定的海洋区域进行调查，目标如下。
- 通过多学科的科学方法了解所探索地区的生态系统状况和功能，并通过跨学科方法（可持续性科学）为利益相关者提供建议。
- 通过一个雄心勃勃的推广计划，与最多的人分享这些问题和知识。
- 通过外交行动动员各国政府，提供信息和分析，支持对选定的海洋区域进行可持续管理。
