全球垃圾观察站（GLO）的目的是协调和汇编由众多举措产生的信息，这些信息描述了世界各地宏观垃圾的特点。
GLO依靠(i)公民身份作为监测垃圾的主要全球力量，以及(ii)采用基于质量的衡量标准来实现数据集之间的可比性，这是目前系统中的一个重要弱点。在移动电话中实施这种基于质量的测量工具的可能性，将为公民更有效地参与全球监测提供广阔的空间，并通过数字数据共享缓解信息的流动和分析。
