The Partnership for Observation of the Global Ocean (POGO) was founded in 1999 by directors of oceanographic institutions around the world as a forum to promote and advance the observation of the global ocean.

Ocean Decade Challenges 7, 9 and 10 are very closely aligned with the three “pillars” of POGO’s mission, which are the different approaches POGO takes to supporting the development and implementation of global ocean observations -i.e. through Innovation in Ocean Observing, Capacity Development and Outreach/Advocacy.

As an international consortium of 55 oceanographic research institutions, comprising a significant proportion of the global capacity for oceanographic research and observations, POGO can play an important role in aligning and communicating the activities that its members are conducting in the framework of the Decade.

As a Decade Implementing Partner, POGO will strive to:

  1. Assist in bridging the gap between developed and developing countries, making use of low-cost/open access technologies, and also brokering connections between different stakeholders (e.g. academia, government, industry, foundations).
  2. Use its global network of members as well as alumni, to help explain and advocate for the UN Decade in under-represented countries, and encourage them to establish National Decade Committees and to participate in Decade Actions.
  3. To support and/or coordinate actions in response to Decade calls for collaborative programmes and projects between POGO members (and other parties). A first example of this has been the development of the Ocean Biomolecular Observing Network (OBON) proposal and establishment of the programme following Decade endorsement, with seed funding and in-kind support provided by POGO. More recently, POGO has allocated funding to support Decade-related activities proposed by its members.
  4. To support Decade communications and outreach efforts, by supporting the Communications Advisory Group and/or a Community of Practice on advocacy for ocean observing.

These efforts will require alignment and communication with the Decade Coordinating Office hosted by GOOS.
