As part of the UN Decade of Ocean Science for Sustainable Development, the Government of Flanders has approved USD 1.1 million in funding for a new Capacity Development Facility within the framework of the UNESCO/Flanders Fund-in-Trust (FUST).

The new Ocean Decade Capacity Development Facility, supported by the Government of Flanders (Kingdom of Belgium), will build on the long-standing experience of UNESCO’s Intergovernmental Oceanographic Commission (IOC) in capacity development. Through a flexible and demand-driven approach, the Facility will support the capacity strengthening needs of individuals and institutions involved in the Ocean Decade.
Capacity development is a tenet of the Ocean Decade: both an underlying theme and requirement for all 10 Decade Challenges, and significantly, Challenge 9 (“Skills, knowledge and technology for all”) which specifically refers to capacity development. All initiatives that are submitted for endorsement as Decade Actions, no matter which Challenge they focus on, must demonstrate how they contribute to capacity development, with particular emphasis on Small Island Developing States (SIDS), Least Developed Countries (LDCs), and Landlocked Developing Countries (LLDCs).
この新しいファシリティは、将来の10年アクションの共同設計を希望するアクターや、目標とする能力開発イニシアチブについてさらなる支援を必要とする既存の10年アクションを支援します。

ファシリティは、リソースを動員し、慈善団体パートナー、政府、産業界とのパートナーシップを確立するための具体的な活動を統合し、運営コストに対する資金や現物での貢献を確保することで、「海の10年」以降もその持続性を確保します。
IOC/UNESCOの海洋政策・地域調整部門長で「海の10年」のグローバル・コーディネーターであるジュリアン・バルビエールは、「フランダース政府とIOC/UNESCOは、20年以上前から海洋科学の分野で協力しており、この施設は、新たなマイルストーンとなります」と語りました。"我々は、「海洋の10年」運動、そしてその先の長期的なスキルに大きく貢献する能力開発に必要な支援を認識し、フランダース政府の寛大な寄付に感謝します。"
The project will be implemented over an initial period of 24 months under the strategic guidance of a Steering Group. The Flanders Marine Research Institute (VLIZ) is one of the key project partners and a long-standing supporter of IOC/UNESCO, and will provide in-kind resources to help develop capacity strengthening initiatives.
The Ocean Decade Capacity Development Facility builds on the earlier commitments of the Flemish Government in supporting, through the UNESCO/Flanders Fund-in-Trust (FUST), IOC/UNESCO projects which are Ocean Decade endorsed, such as OceanTeacher Global Academy, e-DNA Expeditions, PacMAN and Ocean InfoHub.

2017年に国連総会で宣言された「持続可能な開発のための国連海洋科学の10年（2021-2030）」（以下、「海洋の10年」）は、海洋システムの状態の低下を逆転させ、この巨大な海洋生態系の持続的開発のための新しい機会を触媒として、海洋科学と知識生成を刺激することを目指しています。海洋の10年」のビジョンは、「私たちが望む海洋のために必要な科学」です。海洋の10年」は、多様な分野の科学者やステークホルダーが、海洋科学の進歩を加速して活用し、海洋システムの理解を深め、2030年アジェンダを達成するための科学的根拠に基づくソリューションを提供するために必要な科学的知識とパートナーシップを構築するための招集枠組みを提供します。国連総会は、ユネスコの政府間海洋学委員会（IOC）に「10年」の準備と実施を調整するよう委任しました。
IOC/UNESCOについて。
